Retiring and term-limited incumbents in the 2025 Philippine House of Representatives elections

These are term-limited and retiring members of the House of Representatives of the Philippines during the 19th Congress of the Philippines, who either cannot or chose not to run in the 2025 House elections.

In the Philippines, members of the House of Representatives are limited to three consecutive terms. Term-limited members, therefore, cannot run in the 2025 elections, but may choose to run in other positions.

Summary

There are 318 seats up for election from the 19th Congress, with 255 from congressional districts and 63 from party-list seats.[1]

    Salceda has endorsed second-term Ako Bicol representative Elizaldy Co to succeed him.[2]

  3. Marlyn Alonte-Naguiat (Biñan at-large)
    Alonte-Naguiat plans to take a break in politics and endorsed Biñan Mayor Arman Dimaguila to succeed her in the next election.
  4. Mohamad Khalid Dimaporo (Lanao del Norte–1st)
    Dimaporo's brother, Mohammad Nazrollah Dimaporo, announced his candidacy for the position.[citation needed]
  5. Carmelo Lazatin II (Pampanga–1st)
    Lazatin's brother, Carmelo Lazatin Jr., incumbent mayor of Angeles, announced his candidacy for the position on June 28, 2024.[3]
  6. Aurelio Gonzales Jr. (Pampanga–3rd)
    Gonzales is expected to run for mayor of San Fernando.[4]
  7. Christopher de Venecia (Pangasinan–4th)
    De Venecia's half-brother, Jose de Venecia III, announced his candidacy for the position.[citation needed]
  8. Francisco Jose Matugas II (Surigao del Norte–1st)
    Matugas will run for governor of Surigao del Norte after his wife, Ethel Labella-Matugas, fielded him as her successor.

    Yu will run for governor of Zamboanga del Sur after her husband, Victor Yu, fielded him as her successor.
  12. David C. Suarez (Quezon–2nd)
    Suarez will run for governor of Quezon after his wife, Anna Villaraza-Suarez, fielded him as her successor.
